The Cayman Islands, a picturesque paradise known for its stunning beaches and vibrant marine life, faces a daunting challenge: climate change. As a Small Island Developing State, the region is particularly vulnerable to environmental shifts, relying heavily on imported fossil fuels that impact its electricity, water, and transportation sectors. Hon. Katherine Ebanks-Wilks, the Cayman Islands’ Minister for Sustainability & Climate Resiliency (MSCR), explained in a Fireside Chat at the 2024 Virtual Island Summit, how through a series of innovative initiatives and a national energy policy driven by collaboration and sustainability, the Caymans are taking significant steps to enhance energy efficiency and transition toward renewable energy.
Innovative Energy Initiatives
Like many islands, the Caymans rely heavily on imported fossil fuels, making them vulnerable to global oil price fluctuations and high energy demand, particularly given their tropical climate. Major storms—exacerbated by climate change—threaten the territory’s infrastructure, highlighting the urgency for a transformative energy strategy. As such, the Cayman Islands’ national energy policy lays out an ambitious goal: achieving 100% renewable energy by 2045, with an interim target of 30% by 2030. This bold vision illustrates the islands’ commitment to a greener future and their determination to tackle climate-related issues head-on. However, with only 3% of energy currently derived from renewables, significant work remains to be done.
To foster this transition, the MSCR has introduced several key initiatives aimed at enhancing energy efficiency and accessibility for residents. One such initiative is the Cayman Home Energy Efficiency Retrofits Program, implemented in 2023. The program aims to make energy-efficient upgrades manageable for all households, emphasising socio-economic sustainability. By targeting both cost-effective solutions and eco-friendly practices, the initiative contributes to the overarching objective of reducing energy consumption across the islands.
On top of this, the Community Home Energy Audit and Retrofits (CHAIR) program which was launched in July 2023, has already made strides in retrofitting approximately 29 homes. This initiative focuses on improving insulation and air conditioning systems, directly enhancing comfort and reducing energy bills for homeowners. Feedback reveals that participants have experienced improved sleep quality and overall satisfaction, emphasising the tangible benefits of energy-efficient upgrades for residents, especially those from vulnerable communities.
Collaboration & Education
The path toward renewable energy is not one that the Cayman Islands can traverse alone. The MSCR has fostered a collaborative approach at various levels. By engaging with regulators, utility providers, and private investors, the Ministry is creating an environment conducive to investment and innovation in the renewable sector. The transparent bidding processes for utility-scale projects invite potential investors to explore opportunities, ensuring that the transition to renewables is economically feasible and attractive.
As Minister Ebanks-Wilks underscores, engaging the community and promoting stakeholder collaboration can go a long way in driving momentum for energy efficiency programs. This also means pursuing projects that are based on a people-centric approach that prioritises real-world application over mere policy formulation. Being in tune with the needs and wants of the community can ensure the long-term viability of sustainability initiatives. Part of this also comes through awareness raising and education, which is another vital pillar of the Cayman Islands’ energy strategy.
During the session, Minister Ebanks-Wilks also voices her commitment to preparing the younger generation for an environmentally sustainable future. As part of this goal, the ministry implements school programs, workshops, and planting initiatives designed to inspire and inform youth about energy sustainability. By actively involving the next generation, the ministry ensures that future leaders are equipped with the knowledge and tools necessary to champion energy efficiency and sustainability.
