Hon. Mark Brantley
Mark Brantley is a lawyer and politician from Saint Kitts and Nevis. He holds a law degree from the University of the West Indies and practiced extensively before entering politics in 2006.
He served as Leader of the Opposition in the Federal Parliament from 2007 to 2015 and became Deputy Premier of Nevis in 2013. He was appointed Minister of Foreign Affairs and Aviation in the federal government in 2015 and held the position until 2022.
Brantley became Premier of Nevis in 2017 and led his party to victory in the 2022 Nevis Island Assembly elections, securing a second term as Premier. He currently serves as Leader of the Opposition in the Federal Parliament.

Hon. Lourdes “Lou” A. Leon Guerrero
The Honorable Lourdes “Lou” Aflague Leon Guerrero is the ninth Governor of Guam and the first female governor of the territory. She is also a registered nurse, a businesswoman, a policymaker, a mother, and a grandmother.
Since taking office in January 2019, she eliminated GovGuam’s $83 million general fund deficit, paid tax refunds the fastest in Guam’s history, raised salaries for nurses, law enforcement officers, and teachers, and ended two costly federal receiverships. Within her first year in office, she worked with the Guam Legislature to raise the minimum wage, legalize cannabis, and deliver millions in long-overdue war reparations to Guam’s World War II survivors.
Within months of the unprecedented global pandemic, Governor Leon Guerrero created the island’s first-ever unemployment program, providing $808 million to over 30,000 displaced workers. This is in addition to over $100 million in direct aid distributed to over 2,500 local businesses and multiple innovative programs to aid Guam families in recovery. Under her leadership, Guam also achieved one of the highest vaccination rates in the nation. She continues to champion healthcare initiatives, including establishing the island’s first-ever paramedic program, and she is currently on a mission to rebuild Guam’s only decades-old public hospital.
A graduate of the Academy of Our Lady of Guam (AOLG), Governor Leon Guerrero embarked on a career in nursing, earning a Bachelor of Science in Nursing from California State University and later a Master of Public Health from UCLA. She has worked as a staff nurse in hospitals in both California and Guam. Governor Leon Guerrero has also held several management positions in health care at the Guam Memorial Hospital and FHP Inc. and served on the GMHA Board of Trustees. To this day, Governor Leon Guerrero continues to be passionate about health care and has maintained her licensure as a registered nurse.

Gail Hurley
Gail Hurley is a senior development finance expert who provides consultancy services for UN organisations, foundations, think tanks and NGOs. Prior to her private consultancy work, Gail was a senior advisor on development finance for UNDP in New York where she specialised on the development and debt sustainability challenges of small island developing states. She has also worked in the non-profit sector and for a social enterprise specialised in environmental finance. She is the author of numerous research reports, articles and opinion pieces on a range of debt and development finance issues. She is based in the UK and her academic background is in international development and economics.

Brad Colwill, CPA, CA
Brad Colwill received his Chartered Accountant designation in 2007. He is a graduate of the University of Prince Edward Island, where he also assumed a teaching role as a sessional lecturer.
Brad Colwill began his career in public service in 2009. Since that time, he worked in a variety of roles in business development and finance until 2015 when he moved to the Department of Workforce and Advanced Learning. There, he served as chief executive officer of PEI Student Financial Assistance Corporation, then executive director of Finance and Post-secondary Education until 2017 when he assumed the role of deputy minister for the department.
In May 2019, Brad was appointed Deputy Minister of Environment, Water and Climate Change and later became the Deputy Minister of Environment, Energy and Climate Action where he held that role until August 2023 when he became Chief Executive Officer of Innovation PEI.
As CEO, Brad works with the Innovation PEI team to achieve the goal of building a vibrant, diverse and growing economy in Prince Edward Island. He takes pride in seeing Island businesses foster innovation and achieve sustainable success in today’s business environment.

Deodat Maharaj
Mr. Maharaj, a national of Trinidad and Tobago has extensive experience in international trade, working with the private sector, governments, and multi-lateral institutions in a career spanning more than 25 years.
He previously served as Deputy Secretary General of the 54-nation Commonwealth where he led its work in economic and social development. He spearheaded the trade and investment agenda for the Commonwealth across its developing country membership in the Caribbean, Pacific, Africa, and Asia. Mr. Maharaj understands the vital role of the private sector as a key driver and partner in development and in Sustainable Development Goals (SDGs) achievement in partnership with government. He also recognises the importance of creating an enabling environment for business to succeed and the imperative of attracting foreign direct investment in regions such as ours.
Mr. Maharaj supported the establishment of the Commonwealth Enterprise and Investment Council and sat on its Advisory Board for three years. Mr. Maharaj also served with the United Nations in senior roles in the field and at headquarters. He has also lived and worked in the United Kingdom, United States of America, Tanzania and Mozambique.

Tisha Marajh
Tisha Marajh has more than twenty years relevant experience in the field of Sustainability and ESG (Environmental, Social and Governance). She worked with the City of Toronto in water conservation and public education and as a lecturer at Seneca College of Applied Arts and Technology in Canada before returning to Trinidad and Tobago in 2008. She was the Manager of Corporate Communications and Public Education at the Environmental Management Authority until 2013. She also served concurrently as the Corporate Secretary. Tisha has two specialized graduate and undergraduate degrees in Sustainable Development and the Environment from York University, Toronto, Canada. After leaving the EMA in 2013, Ms. Marajh started a small consulting company, Green Alternatives in Action (GAIA) which focused on mainstreaming the UN Sustainable Development Goals (SDGs) into the private sector, the Circular Economy and Environment, Social and Government (ESG) components of sustainability. She was very fortunate in this role, to work with organizations such as Nestle, Tetra Pak, Carib Glass, UWI, FAO, IDRC and many others.

Prior to joining GFCR Mr Batista was chief executive officer of the Caribbean Biodiversity Fund, and worked for GITEC/GIZ (German Government Technical Cooperation Agency) in Mexico, The Nature Conservancy’s International Government Relationships Department and Europe Office, the World Bank- GEF Unit, the United States Geological Survey, and IPAM (Amazon Environmental Research Institute) in Brazil.

I am the Founder and Director of Island Innovation, which I started after seeing the opportunity to connect rural and island locations around the world working on similar development issues. Island Innovation began with a newsletter and a series of virtual events, and has evolved into a community of over 127,000 members.
In addition to founding Island Innovation I am also the co-founder of Solar Head of State (SHOS), which works with governments to push action on renewable energy. The NGO has focused on small island developing states (SIDS) with solar installations on the Office of the Prime Minister of Jamaica, Government House in Saint Lucia and the Presidential Palace of the Maldives. SHOS is now working with the Organization of Eastern Caribbean States and the Pacific Island Development Forum to install solar on the official residences across these organizations’ combined 24 member states.
I grew up on a farm in Shropshire, England, and after working in the Caribbean, United States and Colombia I have settled in Lisbon, Portugal. My Master’s Degree is in “Island Studies” from the University of the Highlands and Islands.

Stacey is the Partnerships Manager, Program Coordinator, and Lead Facilitator of the Caribbean Climate Justice Academy and Academic Council Liaison with Island Innovation.
She has worked with the University of Strathclyde Centre for Environmental Law and Governance as an educational consultant, and is a member of the 2021-2022 cohort of the Anant Fellowship for Climate Action. She has successfully completed Climate Leadership Training with the Climate Reality Project and is jointly certified in Climate Law and Governance by The University of Cambridge, The Centre for International Sustainable Development Law, and the Strathclyde Centre for Environmental Law.
Stacey has been invited to speak at numerous panel discussions and webinars, including the Expert Roundtable Session on Climate Justice held at Climate Law and Governance Day at COP26, numerous sessions at COP28, the 2023 Archipelagic and Island States Forum held in Bali, convenings of the European Geosciences Union, and sessions at the UN Commission on the Status of Women. Stacey was also invited to participate in consultations with the UN Special Rapporteur on Human Rights and the Environment.
She was invited to join the Climate Change Litigation Initiative (C2LI), a platform created by the IUCN’s Climate Change Law Specialist Group, as the National Rapporteur for Barbados. I lead, supervise, provide guidance and nurture the knowledge and skills of the General Operations Team. I also lead and execute all processes pertaining to Human Resources, such as Hiring and Exiting, Company Processes, Policies, and Guidelines; all based on a soft HRM approach. I also contribute to the planning and management of our internal and client events. I also lead Tech for our organisation and client projects.
I also had the opportunity to work in different areas like Social Media, Communications, Technology, and Project & Account Management, before moving on to my current role as Director of Operations.

I lead, supervise, provide guidance and nurture the knowledge and skills of the General Operations Team. I also lead and execute all processes pertaining to Human Resources, such as Hiring and Exiting, Company Processes, Policies, and Guidelines; all based on a soft HRM approach. I also contribute to the planning and management of our internal and client events. I also lead Tech for our organisation and client projects.
I also had the opportunity to work in different areas like Social Media, Communications, Technology, and Project & Account Management, before moving on to my current role as Director of Operations.
